§ 150.03 POWERS.
   The City Planning Commission shall have all such powers as may be necessary to enable it to fulfill and perform its functions, promote planning or carry out all the purposes and powers enumerated in SDCL Chapters 11-4 and 11-6 and acts amendatory thereof.
