Whenever possible, all reports, communications, ordinances, resolutions, contract documents or other matters to be submitted to the Commissioners shall, at least 24 hours prior to each Commissioners meeting, be delivered to the Finance Officer, whereupon the Finance Officer shall immediately prepare and post a proposed agenda and notice of the meeting for such matters according to the order of business and furnish each member of the Commissioners, the Mayor and the City Attorney with a copy of the same prior to the Commissioners meeting.
