9-1-10: FIRE AND EMERGENCY SERVICE FEE SCHEDULE:
   A.   Definitions: When used in this section, the following terms shall have the following meanings:
   ADVANCED LIFE SUPPORT/MOBILE INTENSIVE CARE (ALS): An advanced level of pre-hospital and inter-hospital emergency care that includes basic life support functions, including cardiopulmonary resuscitation plus cardiac monitoring, cardiac defibrillation, electrocardiography, administration of anti-arrhythmic agents, intravenous therapy, administration of medications, drugs and solutions, use of adjunctive medical devices, trauma care, and other authorized techniques and procedures initiated for the treatment of real or potential acute life threatening conditions under the direction of a physician licensed to practice medicine in all of its branches or a registered professional nurse/MICN or registered professional nurse/field RN and where authorized by the Project Medical Director in an Illinois Department of Public Health approved advanced life support system.
   AMBULANCE: Any publicly owned vehicle that is specifically designed, constructed or modified and equipped and is intended to be used for, and is maintained or operated for the emergency transportation of persons who are sick, injured, wounded or otherwise incapacitated or helpless.
   BASIC LIFE SUPPORT SERVICES (BLS): The rendering of basic level of pre-hospital and inter-hospital management, including, but not limited to, airway management, cardiopulmonary resuscitation, control of shock and bleeding and splinting of fractures, as outlined in a basic emergency care course approved by the Illinois Department of Public Health.
   RESIDENT: Someone who permanently resides within the boundaries of the North Palos Fire Protection District.
   USER: The person receiving ambulance, basic or advanced life support, mobile intensive care services, or fire prevention services from the North Palos Fire Protection District.
   B.   Emergency Medical Services Fee Schedule: A user shall pay the following fees for the services listed below.
      1.   When emergency medical services are rendered by the North Palos Fire Protection District to persons, businesses or other entities who are not residents of the North Palos Fire Protection District, such persons, businesses or other entities shall be assessed a fee of one thousand five hundred dollars ($1,500.00) for each BLS transport; one thousand eight hundred dollars ($1,800.00) for each ALS Level 1 transport; or two thousand three hundred dollars ($2,300.00) for each ALS Level 2 transport and a fee of two hundred fifty dollars ($250.00) for a response requiring treatment but no transportation.
      2.   When emergency medical services are rendered by the North Palos Fire Protection District to persons, businesses or other entities who are residents of the North Palos Fire Protection District, such persons, businesses or other entities shall be assessed a fee of one thousand two hundred dollars ($1,200.00) for each BLS transport; one thousand five hundred dollars ($1,500.00) for each ALS Level 1 transport; or two thousand dollars ($2,000.00) for each ALS Level 2 transport and a fee of one hundred fifty dollars ($150.00) for a response requiring treatment but no transportation.
      3.   In addition to the charges described in subsections B1 and B2 of this section, the North Palos Fire Protection District shall also charge the person, business or other entity receiving emergency medical services and/or emergency ambulance service sixteen dollars ($16.00) for each mile a person is transported by an ambulance to reimburse the North Palos Fire Protection District for the cost and expense of fuel, oil and wear and tear on the vehicle.
      4.   When the North Palos Fire Protection District responds to any emergency service response involving persons, businesses, or other entities who are non-residents of the North Palos Fire Protection District, the North Palos Fire Protection District may charge the non-resident(s) up to two hundred fifty dollars ($250.00) per vehicle for district vehicles responding and up to seventy dollars ($70.00) per hour per person for personnel responding as provided in 70 Illinois Compiled Statutes 705/11f, and may charge for extraordinary expenses of materials used in rendering such services.
      5.   When emergency medical services are rendered by the North Palos Fire Protection District to persons, businesses or other entities who are residents of the North Palos Fire Protection District, such persons, businesses or other entities shall be billed for any additional charges which may exist once payment has been received from the residents' health insurance provider. Residents who are unable to pay for any portion of the fee for emergency medical services shall have that portion waived.
When emergency medical services are rendered by the North Palos Fire Protection District to persons, businesses or other entities who are not residents of the North Palos Fire Protection District, such persons, businesses or other entities shall be billed for any additional charges which may exist once payment has been received from the residents' health insurance provider. Unpaid balances shall be assigned to a debt collection agency of the North Palos Fire Protection District's choice.
   C.   Fire Prevention Services Fee Schedule: A user shall pay the following fees for the fire prevention services listed below.
      1.   Certificates Of Completion: All buildings within the Village shall be required to have a certificate of completion permit in accordance with the following:
         a.   A certificate of completion permit shall be required for new and remodeled existing buildings of all use groups excluding detached one and two family dwellings.
         b.   No certificate of completion permit shall be issued unless there is conformance with the requirements of the North Palos Fire Protection District's Fire Prevention Code and applicable laws.
         c.   Initial certificate fees shall be paid in accordance with the fee schedule.

      2.   Compliance Inspections: The North Palos Fire Protection District shall conduct periodic inspections of commercial buildings to ensure compliance. There shall be no fee issued, unless any cited violations are not brought into compliance by the second re-inspection.

      3.   Fire Suppression And Detection Permit Fee Schedule (Plan Review): All fees for each plan examination, (including fire suppression, alternate fire suppression and fire detection/alarm systems) shall be paid in accordance with current consulting code services, fee schedules. The North Palos Fire Protection District and the Village reserve the right to send out any plan review to a third party consultant. The third party consultant shall invoice all review fees directly to the contractor or building owner.

   D.   Hazardous Materials (Spiller Pays) Discharge Schedule: The Village hereby adopts and incorporates into this Code North Palos Fire Protection District Ordinance 2017-03, titled "An Ordinance Revising the Hazardous Materials (Spiller Pays) Discharge Pay Schedule", copies of which are available for review at the Village Clerk's Office.
   E.   Authority To Assess Fees: Any governmental agency contracted to provide fire protection and EMS services within the Village is authorized to assess the foregoing fees. A resident of the Village shall be charged the "resident" fee, notwithstanding that a governmental agency, by contract, provides the services. (Ord. 2017-32, 10-3-2017)
