For the purpose of carrying out the provisions of this code, in connection with health and sanitation, the health officer, any inspector and other officers of the department of public health shall be permitted to enter at any reasonable hour, any premises, house, store, stable, manufacturing plant or any other building and shall have the authority to arrest or cause to be arrested any person who shall violate any of the health or sanitation provisions of this code.
