Where an applicant proposes to construct, reconstruct, or resurface a driveway that crosses over a culvert or drainage ditch and the director of public works determines, in his sole discretion, that the existing culvert is structurally unsound or inadequately sized, the applicant shall, as a condition of approval of the driveway permit and at the applicant's sole cost, install, repair, or replace the culvert in accordance with the provisions of section 7-16-3 of this chapter.
