1-1-4: CONTINUATIONS OF EXISTING ORDINANCES:
The provisions appearing in this code, so far as they are substantially the same as those of other ordinances existing at the time of the adoption of this code shall be construed as a continuation thereof and not as new enactments. (1970 Code §1.7)
