The water and sewer department, under the direction of the superintendent of public works and such other officers and employees as may be from time to time lawfully appointed, shall have the supervision, management and control, subject to the president and board of trustees, of the maintenance, enlargement and operation of the waterworks and sewerage system owned and controlled by the village, the procuring and selling of water, and all matters and things connected with the operation, maintenance and extension of said waterworks and sewerage system, and the preserving of property belonging thereto.
