903.02 PERMIT REQUIRED.

   No person shall construct, alter, remove, demolish or commence the construction, alteration, removal or demolition of a sidewalk, driveway, curb or gutter within a public right of way without first filing an application in writing and obtaining a formal permit for such work. It shall be unlawful to perform such work, or to permit or employ others to perform such work, except in conformity with such permit. However, no permit shall be required for such work performed as a condition precedent to the approval of a subdivision plat by the Planning Commission, if such work conforms to construction plans and specifications which meet the approval of the Planning Commission.
