165.03 LODGING AND MEALS.
   (a)   Lodging expenses incurred while traveling on official City business shall be reimbursed subject to approval of the authority provided in Section 165.01.
   (b)   Meal expenses paid:
      (1)    Reimbursement may be made for the actual, reasonable expense of meals when such meals are an integral part of a seminar or similar working assembly requiring the attendance of the office or employees of the City, provided:
         A.    The meal is an integral part of such meeting.
         B.    The officer's or employee's attendance at such meeting is necessary to the best interests of the City.
         C.    The officer or employee has been approved to attend such meeting by the head of the department/division.
      (2)    Officers or employees shall be reimbursed for meal expenses associated with overnight travel.
