(a) Bicycle licenses shall be issued Monday through Friday from 8:00 a. m. to 5:00 p.m.

(b) The Registrar shall not issue a license for any bicycle when he knows or has reasonable grounds to believe that the applicant is not the owner of such bicycle.
(c) The Registrar shall keep a record of the number of each license, the date issued, the name and address of the person to whom issued, the number on the frame of the bicycle for which issued and a record of all bicycle fees collected by him.
(d) The license shall be issued in the name of the owner and remain effective for so long as the particular bicycle is owned by the licensee. (Ord. 2603. Passed 3-16-53.)
