The duty of the Traffic Division and other police officers of the City shall be to enforce all street traffic ordinances of the City and all of the State laws applicable to street traffic in the City. Officers of the Traffic Division are authorized to direct all traffic in conformance with traffic laws or ordinances, provided that, in the event of a fire or other emergency, or to expedite traffic or to safeguard pedestrians, officers of the Police or Fire Divisions may direct traffic as conditions may require notwithstanding the provisions of the traffic laws or ordinances.
