131.04 DUTIES AND POWERS OF CHIEF AT FIRES.
   Upon the breaking out of a fire in the City, the Chief of the Fire Division or the Assistant Chief shall immediately go to the fire and take charge in such manner as s/he may deem necessary for the extinguishment of the fire and the protection of adjoining property, provided that the Chief also has the authority to promulgate policy as to when the presence of the Chief or Assistant Chief at the fire is necessary. S/He shall have power to call upon all the members of the Fire Division, and upon bystanders if necessary, to perform such other services as may be necessary for the subduing of the fire and protection of the property. Firefighters and other persons connected with the Fire Division shall obey at once all his/her orders and instructions.
