131.03 CHIEF HAS POWER TO MAKE ARRESTS.
   The Chief of the Fire Division shall give such orders and adopt such measures as he believes necessary for the prompt extinguishment of fires, protection of person and property, and promotion of order, for which purpose he shall have powers of a police officer and may arrest or order the arrest of any person acting in a riotous or disorderly manner. He shall have power to arrest any member or employee of the Fire Division who refuses to obey his orders and, while at a fire, City Police shall be subject to his orders and obey his commands.
