131.02 DUTIES OF CHIEF.
   The Chief of the Fire Division shall see that all ordinances and rules for the government of the Division are strictly enforced, that the various hose and hook and ladder companies are properly regulated and disciplined, and that there shall be no loitering of other persons around the rooms of the regular firemen and central Fire Division. He shall keep a full and complete account of all property belonging to the Division and its condition, of all property destroyed, of all fires and the number of false alarms. At the end of the year, he shall make a full and complete statement of the work done by the Division for the preceding year. At all fires, he shall have sole control and command over all engines and hose companies and other fire apparatus, and of the employees of the Division. (1950 Code, p. 51.)
