111.37 OATH.

In the prosecution of any investigation, persons appearing before either Council or a committee shall be sworn, and the oath shall be administered either by the President of Council or the chairman of the committee, as the case may be, before Council or the committee. The form of oath shall be like that administered to witnesses in the Municipal Court.
