111.27 COMMITTEES FAILING TO REPORT.

   If any matter is referred to any standing or special committee of Council, and the same is not reported upon at the next regular meeting of Council, Council may by a majority vote take the matter so referred from the committee and act upon it without report at the following meeting, and act upon the matter not so reported at any time thereafter unless, upon proper excuse, an extension of time is granted the committee.
