111.23 REFERENCE OF ORDINANCES AND RESOLUTIONS.

   After an ordinance or resolution has been referred once to a standing or special committee and a report made to Council, the same may be again referred, but after ordinances have been read the third time and put on their passage, they shall not be again referred, except upon instructions from Council, which instructions shall embody substantially the amendment proposed.
