111.06 PRESIDENT.
   The President shall preserve order and decorum. He may, in common with any member, call any member to order who violates any of the rules and shall, when in the chair, decide all questions of order subject to an appeal to Council, on demand of two members, on which appeal no member shall speak more than once unless by leave of Council, except the member appealing, who may speak twice. All questions are to be stated and put by the presiding officer who shall declare all votes, but in doubtful cases may direct, or any member may call for, a division which shall be taken by yea and nay votes.
