111.03 PRESIDING OFFICERS.
   The President of Council or, in his absence, the President pro tempore, shall take the chair at the hour to which Council shall have adjourned at the preceding session. He shall immediately call the members to order and shall direct the Clerk to call the roll. He shall then cause the journal or minutes of the preceding session to be read and disposed of, unless otherwise ordered by Council. In the absence of the President of Council and the President pro tempore, the Clerk shall call Council to order and shall also call the roll. If a quorum is present, Council shall appoint one of its members President pro tempore for that meeting or until the appearance of the President or President pro tempore; if a quorum is not present, the members may, by a majority vote, recess for not more than one hour.
