109.06 DISCIPLINARY MEASURES.
   (a)    Any person harmed by the use or disclosure of information in violation of any provision of this chapter shall have such rights of action for damages as may be established by State law.
   (b)    Any employee of the City who initiates or otherwise contributes to any disciplinary or other punitive action against any individual who brings to the attention of appropriate authorities, the press, or any member of the public, evidence of unauthorized use of information contained in a personal information system of this City, is subject to a suspension without pay of not more than five days as the disciplinary measure to be applied for such action.
