SECTION 6.05. TRANSFER OF APPROPRIATIONS.

   Any time during the fiscal year, the Mayor may transfer part of any unencumbered appropriation balance among accounts within a fund. Any such transfer shall be reported in writing to Council. Upon written request by the Mayor, Council may by ordinance transfer part or all of any unencumbered appropriation balance from one department to another, or from one division to another in accordance with law.
