1505.08 HYDRANT REQUIREMENTS, INSTALLATION AND SPECIFICATIONS.
   (a)   All hydrants, whether placed on public or private property, shall be three-way types with two, two and one-half inch outlets and one, four and one-half inch outlet with National Standard size end thread, and shall conform to the City of Wooster and American Waterworks Association Standards.
   (b)   Fire hydrant nozzle height shall be not less than sixteen inches, nor more than thirty inches above the surrounding finished grade of the hydrant. Such measurement shall be made from the bottom of the lowest nozzle on the hydrant barrel.
   (c)   All water mains, whether constructed on public or private property, which are intended for fire protection shall have a diameter of no less than six inches. Where a sprinkler system or internal hose racks or standpipes are installed, the water main shall be large enough to provide adequate supply for the system(s) and Fire Division usage.
   (d)   Spacing requirements for fire hydrants upon private and public property shall be required as follows:
      (1)   Residential.
         For one, two, three and four family residences, including such residences in platted and unplatted subdivisions, fire hydrants shall be placed at each street intersection, with intermediate hydrants between intersections located such that spacing does not exceed 500 feet between hydrants (as measured along actual fire apparatus routes of travel). In the case of off-setting intersections, the intersection closest to meeting the desired spacing shall be used.
      (2)   Commercial/Industrial/Multi-Family Residential:
         A.   For all structures other than one, two, three or four family residences, hydrants shall be placed so that no portion of any such structure is greater than 400 feet from a hydrant (as measured along actual fire apparatus routes of travel).
         B.   Fire hydrants shall be placed at each street intersection, with intermediate hydrants between intersections located such that spacing does not exceed 400 feet (as measured along actual fire apparatus routes of travel).
         C.   At the owner's expense, the Fire Chief may require a fire hydrant at industrial plant entrances if deemed necessary for effective firefighting.
         D.   Where compliance with this section requires the installation of hydrants in addition to those installed in the public right of way by the City, such installation shall conform with the provisions of NFPA 24, Standard for the Installation of Private Fire Service Mains and Their Appurtenances, and shall be installed at the expense of the property owner.
      (3)   General:
         A.   Should the placement of a fire hydrant cause or create the potential for the Fire Division to lay a hose line(s) across any street, roadway or railroad right of way, which in the opinion of the Fire Chief, based upon generally accepted fire suppression requirements and procedures, has such volume of traffic as to unreasonably impede or impair fire fighting operations, the Fire Chief may require additional fire hydrants to be located on the same side of the street, roadway or railroad right of way as the structure to be served.
         B.   Buildings in which an approved sprinkler or standpipe system has been installed shall have a fire hydrant located no less than thirty feet and no more than seventy-five feet from the system's siamese connection.
   (e)   All hydrants shall be accessible to Fire Division apparatus by an all weather-
surfaced roadway. All private roadways shall have curve radii of not less than forty-five feet.
      (1)   Hydrants should be located between property lines and curbs and shall not exceed ten feet from the all-weather roadway.
      (2)   The four and one-half inch hydrant outlet shall be perpendicular to and toward the all weather-surfaced roadway.
      (3)   When deemed necessary by an official of the Wooster Fire, Building or Engineering Divisions, private hydrants, in areas subject to heavy vehicular traffic, shall have collision protection installed; the extent and type of such protection shall be acceptable to the Code Official.
      (4)   The Fire Division or their designee, shall make a reasonable attempt to annually flush all hydrants located on either public or private property to determine that they are in operating condition.
      (5)   Any fire hydrant which is determined to need repair or replacement shall be repaired or replaced in a reasonable time, but not to exceed thirty days from the date of notification.
         A.   Public hydrants will be repaired or replaced by the City at its expense.
         B.   Private hydrants will be repaired or replaced at the expense of the owner. The owner shall complete the repair within thirty days or be subject to penalties as described in Section 1501.99(b)(3).
      (6)   Multiple structures constructed on a parcel of land that is under the ownership, control, or development by one individual, corporation, partnership, or firm, excluding farms, shall be known as Planned Building Groups. Fire hydrants in such developments shall be supplied by not less than a six inch diameter main installed on a looped system or not less than an eight inch diameter main if the system is not looped or the fire hydrant is installed on a dead-end main exceeding 300 feet in length. Dead-end mains shall not exceed 600 feet in length for main sizes under ten inches in diameter.
      (7)   All newly developed Planned Building Groups developed specifically for manufactured homes (previously referred to as mobile homes or trailer coaches) shall comply with these provisions.
      (8)   No building shall be utilized or otherwise occupied until the hydrants required by this Code are in service and an occupancy permit obtained.
   (f)   All water mains, public or private, attached to a public water supply, shall be installed under the supervision of the Wooster City Engineer's office.
      (1)   Drawings of proposed water lines, public or private, submitted to the Wooster City Engineer for review shall also be submitted to the Wooster City Fire Chief or his designee for review of hydrant need and placement.
      (2)   Pressure testing of public water mains on streets and roadways shall be witnessed by the Engineer's office.
      (3)   Pressure testing of private fire suppression system service mains (system side of check valves) and associated piping shall be witnessed by the Wooster Fire Division.
