945.01 DEFINITIONS.
   As used in this chapter:
   (a)   "Bulky waste" means stoves, refrigerators, water tanks, washing machines, furniture and similar waste materials with weights or volumes greater than that for which storage in containers is possible.
   (b)   "Construction waste" means waste building materials resulting from construction, remodeling, repair or demolition operations.
   (c)   "Contractor" means the person, firm or corporation performing recyclable and solid waste collection and disposal under contract with the City.
   (d)   "Garbage" means any and all dead animals of less than ten pounds in weight, except those slaughtered for human consumption; everyday accumulation of waste (animal, vegetable and/or other matter) that results from the handling, packing, canning, storage, transportation, decay or decomposition of meats, fish, fowl, birds, fruits, grains or other animal or vegetable matter (including, but not by way of limitation, used tin cans and other food containers); and all putrescible or easily decomposable animal or vegetable waste matter.
   (e)   "Hazardous waste" means those substances used either for household, commercial, industrial or institutional purposes which, singularly or in combination, pose a significant present or potential threat or hazard to human health or to the environment, and which, singularly or in combination, require special handling, processing or disposal because they are or may be flammable, explosive, reactive, corrosive, toxic, carcinogenic, bioconcentrative or persistent in nature, potentially lethal, or an irritant or strong sensitizer, or designated as hazardous by the City or any federal or state agency. Hazardous waste includes but is not limited to the following items: motor oil, gasoline, paint, paint cans, turpentine, kerosene and/or any other substance designated by law as hazardous.
   (f)   "Infectious waste" means those wastes identified in Ohio Administrative Code 3745-27-01(V).
   (g)   "Recyclable material" means nonferrous (aluminum) cans, newspapers, glass bottles, PET/HDPE plastic bottles, and any other commodity designated by the Mayor or his/her designee as recyclable.
   (h)   "Recycling bin" means a storage unit supplied by the City or its contractor in which recyclable material is to be placed by the occupants of residential premises. Such bin shall meet the requirements of the Mayor or his/her designee.
   (i)   "Refuse" means all nonputrescible wastes.
   (j)   "Residential" means single family residences, duplex residential structures and multi-family residences which are individually metered for water usage within the City.
   (k)   "Rubbish" means waste wood, wood products, chips, shavings, sawdust, printed matter, paper, pasteboard, rags, straw, used and discarded mattresses, used and discarded clothing, used and discarded shoes and boots, combustible waste pulp and other products such as are used for packaging or wrapping crockery and glass, ashes, cinders, floor sweepings, glass, mineral or metallic substances and any and all other waste materials not included in the definitions of "bulky waste", "construction waste", "garbage", "hazardous waste", "infectious waste", "recyclable material", "refuse" or "yard waste.
   (l)   "Solid waste" means all bulky waste, garbage, refuse, rubbish, yard waste and recyclable material. "Solid waste" shall not include and does not mean any construction waste, hazardous waste or infectious waste.
   (m)   “Solid waste bin” means a storage unit supplied by the City or its contractor in which solid waste material is to be placed by the occupants of residential premises. Such bin shall meet the requirements of the Mayor or his/her designee.
   (n)   "Yard waste" means all tree trimmings, grass cuttings, dead plants, weeds, leaves, dead trees or branches thereof.
