924.14 GENERAL DEFINITIONS.
   As used in this chapter:
   (a)    "Debt service charge" means a charge on a user of the system for principal and interest payments on a debt.
   (b)    "Operation and maintenance" means those functions that result in expenditures during the useful life of the treatment works for materials, labor, utilities and other items which are necessary for managing and maintaining the sewage works to achieve the capacity and performance for which such works were designed and constructed.
   (c)    "Replacement" means expenditures for obtaining and installing equipment, accessories, or appurtenances which are necessary during the useful life of the treatment works to maintain the capacity and performance for which such works were designed and constructed. "Operation and maintenance" (O & M) includes replacement.
   (d)    "Service charge" means a charge to each customer for infiltration and inflow and billing costs.
   (e)    "Sewer service charge" means a charge levied on a user of the treatment works which includes a user charge, a charge for capital reserve and debt service, other charges for current services, or all of these.
   (f)    "User charge" means a charge levied on users of a treatment works for the cost of operation and maintenance, including replacement.
