924.13 DEFINITION OF USER CLASSES.

   (a)   "Residential user" means one whose facility is intended for a full-time occupancy as a dwelling unit for one or more individuals and/or families.

   (b)    "Commercial user" means one whose facility is used primarily for a trade or business in which goods and services are sold or distributed to the general public such as retail stores, restaurants and office buildings.

   (c)    "Industrial users" include manufacturing concerns that refine, process or produce parts or an entire product.

   (d)    "Government/institutional users" include those users who are owned by a government or a not-for-profit organization such as schools, hospitals and churches.
