The prohibitions of sections 131.14 and 131.15 of this chapter shall not apply to any public demonstration or display of fireworks of any kind, if conducted under proper supervision of the Department of Public Safety, and after application by written petition to the City Manager, and after a special permit is issued by the City Manager for a public demonstration display.
