75.08: PARKING AND OBSTRUCTION OF PUBLIC WAYS:
It is unlawful for any person to park a vehicle, or to place, deposit, pile or leave any other obstruction, upon any public way, avenue, street, alley or highway, or other public right of way or easement, unless authorized by law or ordinance, or by consent of the city manager. (2001 Code § 75.08)
