(a) The unauthorized possession and/or consumption in Village Parks, of alcoholic beverages shall be prohibited.
(b) Upon recommendation of the Mayor and an affirmative vote of three-fourths of all members elected to Council, the Mayor shall have the power to authorize the controlled possession and/or consumption of alcoholic beverages on park property.
(c) Whoever violates this section is guilty of a minor misdemeanor.
