(a) No person shall cause or allow trash, garbage, rubbish, refuse or any other noxious or offensive materials or substances to be placed upon his/her premises or place of business or residence for purpose of refuse pickup earlier than 5:00 p.m. on the day immediately preceding a scheduled refuse collection day. After refuse pickup, any refuse containers and any other items not removed by the refuse hauler, shall be removed from the pickup site no later than twenty-four hours after the scheduled pickup.

(b) Anyone violating this section will be fined not more than fifty dollars ($50.00) for the first offense and not more than two hundred dollars ($200.00) for each subsequent offense.
