(a) The Village shall provide every single family unit, every multiple family unit, and every business unit in the Village weekly refuse collection of three twenty gallon containers, or two thirty gallon containers. (Maximum 60 gallons).
(b) The owner of each unit shall be assessed such amount as has been provided for by Council. Such fee shall be collected in advance on a semi-annual basis.
(c) Any amount unpaid for thirty days shall constitute a lien against the property.
