The Board of Trustees of Public Affairs or their authorized representatives are hereby charged with the enforcement of these regulations and shall conduct such surveys as may be necessary to detect any existing connections of roof drains to sanitary sewers, and they or their authorized representatives bearing proper credentials shall be permitted to enter upon all properties for the purpose of inspection, observation and testing in accordance with the provisions of this chapter.
