Any person, partnership or corporation or the agent of any person, partnership or corporation who shall be engaged in disturbing the pavement of, or breaking into, or excavating in the streets, public ways and public grounds shall, on demand, exhibit to the Mayor, or authorized employee of the Village, or any police officer, the written permit provided for, and the neglect or refusal of any such person, partnership or corporation, or the agent of any such person, partnership or corporation to so exhibit such written permit on demand being made therefore, shall subject such person, partnership or corporation and such agent thereof to the penalties provided for in this chapter.
