541.09 SIGNS ON POSTS.
   (a)   (1)   No person, firm or corporation shall attach to, fasten, place or cause to be placed any signs, bulletins, writings, pictures, drawings, caricatures, advertisements, writings or printed matter of any kind or any placards, papers, or any other similar articles of any kind upon any telephone poles, telegraph poles, electric light poles, lamp posts, guide posts, hitching rails or posts, or any other similar structure upon the streets, alleys, lanes or public places of the Village.
      (2)   No person, firm or corporation in any manner shall mark, deface, injure or destroy any such telephone poles, telegraph poles, electric light poles, map poles, guide posts, hitching rails or posts or any other similar structure located upon the streets, alleys, lanes or public places of the Village.
   (b)   No person, firm or corporation owning or maintaining any telephone poles, telegraph poles, electric light poles, lamp posts, guide posts, hitching rails or posts or other similar structures upon the streets, alleys, lanes, or other public places of the Village shall grant permission or authority to place thereon any signs, bulletins, writings, pictures, drawings, caricatures, advertisements, writings, or printed matter of any kind or any placards, papers, or any other similar article of any kind.
   (c)   Any person, firm or corporation violating any of the provisions of this section shall be deemed guilty of a minor misdemeanor and shall pay the cost of prosecution, provided that nothing in this section shall be construed to hinder, prevent or prohibit the keeping in repair by owner or owners of such posts, poles, or structures; and provided further that nothing in this section shall be construed to prevent or prohibit any constable, marshal, or other Village official from posting proclamations required by law.
