(a) The owner or occupant of any premises within the limits of the Village shall within twenty-four hours of the end of any substantial snowfall remove all snow or dirt from the sidewalk, in front of the premises, owned or occupied by them.

(b) Whoever violates this section is guilty of a minor misdemeanor.
