521.12 HITCHING HORSES.
   (a)   No person or persons shall leave standing upon any street or alley in the Village, any team, horse, ox or mule without sufficiently fastening the same with a chain, rope or strap.
   (b)   No person shall fasten any horse to any ornamental or shade tree in any of the streets or to any box or case around the tree without the consent of the owner of such tree, nor shall any person at any time fasten any horse in any such way that the reins or lines shall be an obstruction to the free use of any sidewalk or crosswalk in the Village.

   (c)   Whoever violates this section is guilty of a minor misdemeanor.
