(a) No person being the owner or having charge of cattle, horses, swine, sheep, geese, ducks, goats, turkeys, chickens or other fowl or animals shall permit them to run at large upon any public place, or upon any unenclosed lands or upon the premises of another.

(b) No owner or keeper of any dogs shall permit such dog to run at large, or allow any such dog off the premises of the owner or keeper, unless such dog is restrained by a substantial leash, and any dog within the limits of the Village must be restricted upon the premises of the owner or keeper by means of a secured fastening or suitable enclosure, except that no leash shall be required when a dog is under the supervision or control of the owner or handler. No leash shall be required when the owner or handlers of dogs, recognized by the American Kennel Club as breeds of hunting dogs, will be permitted to run along streams and/or in parks, provided permits therefor have been obtained from the property owners or Park Board.
(c) No person shall allow or permit dogs to commit nuisances on any public property or any improved private property other than that of the owner or person who has accepted custody of such dog, provided that the foregoing shall not apply to street gutters.
(d) No person shall allow or permit dogs upon private property to become a nuisance by allowing his offal to accumulate and become odious.
(e) No person shall allow or permit a dog or dogs in his control to be so tied or housed as to cause or permit their barking to disturb the peace and quiet of the Village.
(f) Whoever violates this section is guilty of a minor misdemeanor.
