(a) No person shall operate a USV, UTV or Mini-Truck on the streets within the Village of Woodville unless the USV, UTV or Mini-Truck has been inspected and approved by the Chief of Police or his/her designee for the compliance with the State of Ohio's statutory safety requirements under OAC 4501:2-1-02 and Ohio R.C. 4513.02, are registered in accordance with Ohio R.C. 4503, and are titled in accordance with Chapter Ohio R.C. 4505.
(b) If the Chief of Police or his/her designee determines that the USV, UTV or Mini-Truck complies with the minimum State of Ohio statutory requirements under Ohio R.C. 4513.02, the Police Department shall authorize the Sandusky County Clerk of Courts to issue an Ohio Certificate of Title to the USV, UTV or Mini-Truck using the inspection sheet with a valid permit number. A copy of the inspection sheet is attached to this Ordinance as "Exhibit A".
(c) The Police Department will inspect USV(S), UTV(S) and Mini-Truck(s) for the Village of Woodville upon appointment. Appointments must be made in advance. All requests for inspection will be forwarded to the Chief of Police.
(d) Appointments will be scheduled according to the designated officer's schedule.
(e) USV(S), UTV(S) and Mini-Truck(s) must be inspected, titled, and registered in order to operate on a public street or property (ORC 4513.02 and 4503).
(f) Example of requirements: Must be equipped with rear taillights (only 1 required ORC 4513.05). Must have a light to illuminate license plate and make license plate legible from distance of 50 feet. ORC 4513.05. Must have at least 1 working brake light. ORC 4513.071. Must have 2 headlights. ORC 4513.04. Must have a horn. ORC 4513.21. Must have a rear mirror. ORC 4513.23. Must have a windshield (glass or safety glass). ORC 4513.24. Must have directional signals. ORC 4513.261. Must have brackets for mounting 2 license plates (front and rear). ORC 4503.21. Must be equipped with safety belts. ORC 4513.262.
(g) LSV(S) are defined by Ohio R.C. 4501.01 (WW) and are not subject to Ohio R.C. 4511.215 and its requirement for an inspection. LSV(S) generally come pre-approved from the manufacturer by the National Traffic Highway Safety Administration (NTHSA) with a 17-digit VIN (vehicle identification number) on an MCO (manufacturer's certificate of origin) and will be permitted to receive a title without approval from the Village. If you or someone else has made modifications to your LSV and it does not meet the requirements of Ohio R.C. 4513.02, the Village reserves the right to prohibit the use of your LSV according to Ohio R.C. 4511.214 (C) and issue a citation for the appropriate violation according to the ORC section under consideration.
(h) Permits issued by an outside venue for a USV, UTV or Mini-Truck will not be given reciprocity in the Village. (Ord. 4-2017. Passed 3-13-17.)
