(a) All costs and expenses incident to the installation and connection of building sewers shall be borne by the owner. The owner shall indemnify the Village from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
(b) A separate and independent building sewer shall be provided for every building unit.
(c) Old building sewers may not be used by new buildings, unless they meet current standards as approved by the Village.
(d) Lateral Installation. In all structures, whether on basements, crawl spaces or slabs, the building sewer or laterals shall be brought to the building a minimum of forty-four inches below the top of the foundation and shall have a minimum of thirty-six inches of cover from finished grade to the top of the pipe. All building sewers or laterals shall be provided with a cleanout within five feet of the foundation, equipped with a threaded cap or plug. All building sewers or laterals shall be laid as directly as possible from the building to the Village sewer. Cleanouts shall be provided at 100 foot intervals along the lateral's length. Laterals shall not cross water service lines between the building and the Village sewer except in extraordinary circumstances and as approved by the Village. A minimum of ten (10) feet horizontal separation between building laterals and water service lines shall be maintained unless otherwise approved by the Utilities Department, and 100 PSI pressure rated sewer conduit shall be used. Benching of laterals and a water service line in a wide, common trench shall only be permitted when the water service is a minimum of forty-eight inches below finished (non-pavement) grade (or a minimum of fifty-four inches below any finished pavement grade) and a minimum of eighteen inches vertical separation is achieved between the elevation of the top of the lateral and the bottom of the water service line, at the nearest point. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary waste shall be lifted by means approved by the Village Administrator and discharged to the building sewer.
(e) The property owner shall notify the Utilities Department when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of an authorized Village Representative. A request for inspection shall be made twenty-four hours or more in advance of the inspection time to be requested. No backfilling shall occur prior to inspection and approval of said installation.
(f) All excavations for building sewer installation shall be adequately guarded to protect the public from hazard and shall conform to current safety requirements. Streets, sidewalks, and other public property disturbed in the course of the work shall be restored in a timely and satisfactory manner and approved by an authorized Village Representative.
