(a) From the time a resident places garbage, refuse, or recyclables at the street line in accordance with the terms hereof, such garbage, refuse or other recyclable items shall become the property of the contracted garbage, refuse and recyclable collector. It shall be a violation of this section for any person unauthorized by the Village to collect or pick up or cause to be collected or picked up any such items and each such collection or pick up in violation hereof from any location shall constitute a separate and distinct offense, punishable as hereafter provided.
(b) Any violation of any of the provisions of this section shall be considered a minor misdemeanor, punishable by a fine up to one hundred fifty dollars ($150.00). Each day’s continued violations shall constitute a separate offense.
