   147.01 APPOINTMENT.
   (a)   The Mayor may appoint with the approval of Council a legally qualified person to serve in the position of Street Commissioner.
   (b)   After the date of the passage of this section, the position of Chief of Police and Street Commissioner shall be two separate and distinct positions.
