A. The city shall provide all reasonable assistance to the Woodstock opera house advisory commission in order to assist the commission with its various duties. All requests for assistance are to be conveyed to the opera house director for appropriate response by the city. Neither the commission nor any of its members shall give direction to any member of the city staff and all recommendations of the commission shall be referred to the city council for consideration and implementation by the city.
B. The commission shall not have the authority to make any expenditure, or cause to be made any purchase or contract that directly or indirectly results in a financial liability or lien against the city, without the express prior approval of the mayor and city council.
