1127.01 INTENT.
   Business and Industrial Districts (“DB” Downtown Business, “GB” General Business, and “LI” Light Industrial) and their regulations are established in order to achieve, among others, the following purposes:
   (a)    To provide appropriate and convenient districts of sufficient size to carry on the exchange of goods and services, processing, and distribution activities to serve the community, and thereby promote employment and strengthen the economy of the community;
   (b)    To protect and stabilize both residential and nonresidential development from congestion by requiring setbacks and limiting the bulk and density of development in relation to adjacent buildings and available land and by requiring sufficient off-street parking and loading facilities;
   (c)    The “DDB” Downtown Business District is established to preserve the downtown as a core for retail sales and services in the Village’s traditional Main Street district. It is further the purpose of this district to promote and enhance the existing compact pedestrian orientation of the Downtown by permitting buildings close to the street and to one another and modifying the parking regulations.
   (d)    The “GB” General Business District is established to accommodate the continuation and reasonable expansion of existing commercial businesses located along the Village’s primary commercial corridors, and to enable the establishment of new businesses that can locate in ways that minimize impacts on nearby residential districts.
   (e)    The “LI” Light Industrial District is established to accommodate industrial activities in areas suitable for such development, that are adequately served by major streets and utilities, free from encroachment of residential and institutional uses. The uses allowed are those that because of their normally unobjectionable characteristics can be in relatively close proximity to residential districts.
