Permanently sited manufactured homes shall be permitted on a residential lot in compliance with the following provisions:
(a) The structure complies with all zoning requirements for a single-family dwelling in the applicable zoning district;
(b) The structure is affixed to a permanent masonry or concrete foundation and is connected to appropriate facilities;
(c) The structure was manufactured after January 1, 1995;
(d) The structure is not located in a manufactured home park as defined by section 4781.01 of the Ohio Revised Code.
(e) Travel trailers, park trailers, and mobile homes, as defined in Section 4501.01 of the ORC, do not qualify as a permanently sited manufactured home.
