(a) Establishment. The Village Administrator shall act as the administrative officer for the purpose of effecting the proper administration of the Planning and Zoning Code.
(b) Administrative Review Assistance. In the review of planning and zoning applications, the Village Administrator may be assisted by an administrative review team, which may include, but is not limited to the Fire Chief and the Police Chief. The Village Administrator shall be responsible for the coordination of the administrative review team.
(c) Powers and Duties. The Village Administrator or his/her designee shall have the following powers and duties:
(1) To enforce the provisions of this Code, except when specifically stated otherwise.
(2) To determine the meaning and application of this Planning and Zoning Code and its provisions.
(3) To accept, review for completeness, and respond to questions regarding applications upon which the Village Administrator is authorized by the provisions of this Planning and Zoning Code to review, including zoning permits, conditional uses, and amendments to the Planning and Zoning Code.
(4) To issue, deny, or void zoning permits as provided by this Planning and Zoning Code.
(5) To forward permit applications to the Village Council as provided by this Planning and Zoning Code.
(6) To schedule and cause proper notification for required meetings of the Village Council as required by this Planning and Zoning Code.
(7) To maintain records of all applications submitted and actions taken by the Village Council, and any other records required by this Planning and Zoning Code.
(8) To report to Village Council all applications received and permits issued in regard to this Planning and Zoning Code.
(9) To conduct or cause the inspection of building sites, uses of land, and construction areas to determine compliance with this Planning and Zoning Code.
(10) To receive and enforce written protests to zoning permits.
(11) To determine the existence of any violations of this Planning and Zoning Code and cause such notifications of violations or revocation notices, stop work orders to be issued, or initiate such other administrative or legal action as needed to address such violations;
(12) To attend meetings and provide such technical and consultation assistance as may be required by the Village Council in the exercise of their duties relating to this Code.
(13) Maintain in current status the Zoning District Map which shall be kept on permanent display in the Village.
