(a) Establishment. Upon recommendation of the Finance Committee, and full, due consideration of the merits of the request and its facilitation of the public interest, Council hereby authorizes and adopts a fee of five dollars ($5.00) per month to be assessed upon each customer of municipal utilities.
(b) Allocation of Revenue from Monthly Utility Account Fee. Upon recommendation of the Finance Committee, and full, due consideration of the merits of the request and its facilitation of the public interest as set forth herein, Council hereby authorizes and adopts the following allocation of revenues collected through each five dollar ($5.00) fee established in subsection (a) above:
$0.15 to the Sidewalk Fund
$0.85 to the Property Maintenance Fund
$1.00 to the Storm Sewer Fund
$3.00 to the Street Fund (with 50% of such allocation to be apportioned for Paving, and the remaining 50% of such allocation to be apportioned for Capital Outlay).
