(a) Every trailer or tourist camp shall be located on a well-drained area, and the premises shall be properly graded so as to prevent the accumulation of storm or other waters.
(b) Units or plots shall be clearly designated and the camp so arranged that all unit plots shall face or abut on a driveway of not less than twenty (20) feet in width, giving easy access from all units to a public street. Such driveway shall be maintained in good condition, be well lighted from sundown to sunrise, and shall not be obstructed.
