1321.10 RESTRICTIONS ON LOCATION; BOARD OF ZONING APPEALS.
   (a)   If the proposed location for a trailer camp or a tourist camp under the provisions of these code sections is in a residential district, as defined by the Zoning Code, the Village Clerk shall thereupon give public notice by publication of a public hearing to be held by the Woodsfield Village Council upon such application. Such notice shall be given in a newspaper of general circulation in the Village, at least once a week for two consecutive weeks. The cost of such publication shall be prepaid by the applicant for a license at the time of the filing of the application with the Zoning Administrator.
   (b)   The hearing shall be open to the public and the standard of review for the Woodsfield Village Council shall be whether or not the location proposed may be used for such purpose.
   (c)   If, after the establishment of a trailer camp, the use of such premises for such purpose shall thereafter be abandoned, such premises shall thereupon become restricted to residential use exclusively as defined by the Zoning Code in effect at the time of such abandonment.
