A sign may be placed on private property only with the prior consent of the owner and occupant of the subject premises. No sign shall be placed sooner than two days prior to the first day of any event advertised, promoted or notified through the sign. Each sign must be removed and properly disposed of no later than one day after the last day of any event advertised, promoted or notified through the sign.
