(a) The Cemetery Board shall require the placement of a concrete foundation for grave monuments or markers elevated above ground level. The foundations shall be at least twenty-four inches (24") in depth, or shall be deeper as required by the sound discretion of Woodsfield municipal authorities. Sound discretion shall include consideration of the weight and mass of the anticipated monument, as well as the topography and soil structure of the grave site.
(b) The cost of such placement by the Village of Woodsfield (including labor and material for excavation of monument site and formation of foundation) shall be:
