(a) The bill for sewer service rental shall be paid by the fifteenth day of the month in which the bill is received. If the bill is not paid on the fifteenth of such month, a penalty of ten percent (10%) shall be added to the bill.
(b) If the bill for sewer service remains unpaid for a period of ninety days such charges shall become a lien upon the realty and may be certified to the Auditor of Monroe County to be collected as other taxes and assessments.
